Sir,

I am directed by the Marquess of Salisbury to state,

for the information of the Secretary of State for the Colonies

that during a recent conversation between Her Majesty's

Ambassador at San Sebastian and the Spanish Minister

for Foreign Affairs the conversation turned on the revolutionary

outbreak in the Phillippine Islands, and the latter said that

he trusted that the necessary orders would be given at

Hongkong and Singapore to prevent filibustering expeditions

proceeding to the seat of the disturbances.

I am to say that Lord Salisbury would be obliged if

Mr Secretary Chamberlain would cause the requisite instructions

to be sent by telegraph to the Colonial Authorities on this

subject.

I am,

Sir,

Under Secretary of State

Colonial Office

Your most obedient,

humble Servant

F.A. Villers
